It would be best to cover the bottom of the aquarium with newspaper or a plastic sheet to keep the water from disturbing the landscape. Pour the water on the newspaper and when the tank is complete, remove the paper.

This step is about hooking up all the accessories like an air pump to power the under gravel filter, décor, and air stones. Assemble the outside filter and attach it. Then put in a thermometer on the opposite side of the heater. 

After that, you should add water supplements to encourage bacteria growth. It would be best if you used a plastic or glass divider to keep evaporating water from getting into the light system in the hood.
